Saudi Arabia Tightens Worker Housing Requirements: What Employers Need to Know

✍️ Ajmal Faris 📅 October 09, 2026

Saudi Arabia's Qiwa platform has clarified an important compliance requirement affecting businesses employing workers in certain occupational categories.

Establishments with more than 20 workers in 527 specified professions must provide licensed shared accommodation.

Importantly, paying a housing allowance does not remove this obligation.

Who Is Affected?

The requirement covers four occupational groups under Saudi Arabia's occupational classification system:

53 professions in agriculture, forestry and fisheries

179 professions in skilled trades and crafts

218 professions involving factory operations, machinery and assembly

77 professions in elementary occupations

Workers in these categories are counted collectively at the establishment level when determining whether the threshold is exceeded.

What Should Employers Know?

Businesses covered by the requirement must provide licensed accommodation that meets the applicable technical, health and safety standards.

For employees outside the specified occupational categories, employers may continue to provide either accommodation or a housing allowance.

Why This Matters

For companies operating in manufacturing, construction-related trades, agriculture and other labour-intensive sectors, workforce accommodation is more than an HR arrangement.

It is an important part of regulatory compliance, operational planning and employment costs.

Companies entering Saudi Arabia or expanding their workforce should review their occupational classifications, employee numbers and existing housing arrangements before making further hiring decisions.

The Bigger Picture

Saudi Arabia continues to strengthen standards across its labour market.

The direction is increasingly clear: workforce welfare, regulatory compliance and responsible business operations are becoming closely connected.

For employers, getting these details right from the beginning can prevent unnecessary compliance challenges later.
